ProFootballtalk, citing an NFL source, reports the rule could be changed or modified. For example, instead of a 15-yard unsportsmanlike conduct penalty, it could become a dead ball foul.

The controversial call in question happened because Dallas wide receiver Brice Butler joined the huddle but didn't left the field without participating in a play.
It's a rarely called penalty that confused a lot of people, and PFT reported the penalty hadn't been called since 2014. It was called by referee Tony Corrente, the same man who called the penalty against Dallas.
It wiped out a 22-yard gain that put the Cowboys in field goal range.
The rule is in place to help defenses get set and match up against the personnel on the field.
