Team Penske, which has an alliance with Wood Brothers Racing, confirmed the move to Fox Sports' Bob Pockrass. The team said that Bullins is pursuing other opportunities. Wood Brothers Racing will have lead engineer Grant Hutchens as the interim crew chief for Harrison Burton and the No. 21 team.
Bullins started his crew chief career in 2012. He guided multiple drivers in Team Penske's Xfinity Series program. He worked with Ryan Blaney for seven races, Parker Kligerman for three, Sam Hornish Jr. for one, Jacques Villeneuve for two, and Brad Keselowski for 20. Keselowski, the eventual 2012 Cup champion, won three races.
Bullins continued to work as a crew chief in the Xfinity Series through the 2018 season, albeit on a part-time basis. He celebrated 21 wins with a variety of drivers.
The North Carolina native made his Cup Series crew chief debut in 2014 as he partnered with Blaney for two races. He guided Blaney in 16 more races in 2015 and then he moved to Cup full-time in 2016.
Bullins spent four full seasons with Blaney and celebrated three wins. He then joined Keselowski for two seasons, five wins, and one trip to the Championship 4.
Bullins' time with Team Penske continued with one full season with Austin Cindric and one partial season. The pair celebrated a Daytona 500 win together during Cindric's rookie season.
Team Penske made a change, however, after the 2023 regular season. The team moved Bullins to Wood Brothers Racing and the No. 21 team and paired Cindric with Brian Wilson.
Bullins celebrated his 10th win this season as Burton beat Kyle Busch and the rest of the Cup Series drivers in the Daytona summer race to lock up a spot in the playoffs. The No. 21 team failed to advance beyond the Round of 16.
Hutchens, for comparison, has some crew chief experience after serving as an interim option in the past.
He was an interim crew chief for Keselowski for three races in 2021. He was then the interim crew chief for Cindric for four races in 2022. This pairing included a runner-up finish at the Indianapolis Motor Speedway road course.
