Did the refs miss a potential targeting and ejection call against Michigan?

This seems obvious in the replay.

The refs in the Michigan-Michigan State game might have missed an opportunity to eject a Wolverine for a potential targeting call. On a punt return, Jabrill Peppers was taking the ball back and got some extra space because of a vicious hit delivered by Michigan's Devin Bush.

The refs probably could have gone back to the replay booth and issued a retroactive penalty for targeting as it looked like Bush led with his helmet on the hit and popped the Spartan player right in the crown of the helmet, which is supposed to be an automatic flag for targeting.

This just goes to show that really no one has any idea of how to call targeting and what exactly constitutes it.
