The 6-foot-5, 290-pound Locklear is the No. 73 offensive tackle in the 2017 class, according to 247Sports' Composite Rankings. He makes the 18th commitment for the Vols in the class of 2017 and the class is now ranked No. 12 in the country.
He also holds offers from Oregon, Virginia Tech, Virginia, West Virginia and Florida State among others.
