It's only natural for things to go slightly wrong when you are trying to schedule them on the fly.
The WWE announced just a month ago that they would be returning to a brand split with unique rosters for their Monday Night RAW and SmackDown shows. Because of this split, WWE would likely be putting more people on television, and thus, they needed more bodies on their roster.
It was expected that several wrestlers would be called up from the NXT developmental promotion to help fill this gap, and it is still expected that several of these wrestlers will be brought up. However, according to pro-wrestling and mixed martial arts journalist Dave Meltzer, it looks like those call ups might not be enough to fill the roster like WWE had planned.
Some popular names that are in the rumors to be brought back include former WWE Champion Rob Van Dam. Other names being thrown around Shelton Benjamin, Carlito, and Chris Masters.

You could also see wrestling veterans that haven't been in WWE get a shot at the main roster. Former TNA champion Bobby Roode finally made an appearance with NXT this past week, and Japanese veteran Kota Ibushi will be wrestling in WWE's "Cruiserweight Wrestling Classic" that is slated to start taping soon.
Fans are hoping for some bigger names to return, like former WWE Champion and legitimate Olympic gold medalist Kurt Angle. However, Angle has been at odds with WWE for the past decade over injuries and substance abuse issues.
While filling out the roster might be a legitimate issue for WWE, it is not necessarily a bad thing. Bringing back some of the older vets to help the younger can usually work, though it does have a chance to backfire if those older wrestlers start getting too much screen time. However, with WWE trying to pitch itself as being in a "new era", we should expect some of the newer guys to shine as the wrestling promotion attempts to plan for the future.
