The Eagles announced the decision Thursday, saying they are determining the appropriate treatment. Backup Tanner McKee is expected to start, while Hurts' availability beyond Sunday remains uncertain.
"His health and safety are our highest priority," the team said in a statement, according to OutKick's Armando Salguero.
The Eagles said Hurts first sought treatment for his calf Oct. 8, telling medical staff he had been cleated during the Oct. 4 game against the Los Angeles Rams. He had practiced fully before reporting the injury and continued practicing the following day.
An ultrasound performed Saturday after the team arrived in London revealed a superficial blood clot. According to the Eagles, their medical staff and doctors in London reviewed the findings and determined Hurts could safely play.
Doctors recommended another ultrasound within 72 hours of the game and the return flight to Philadelphia.

Hurts played without restrictions Sunday against Jacksonville, received treatment Monday and Tuesday, and practiced fully Wednesday. The follow-up examination Wednesday night prompted the decision to keep him out against Carolina.
"On Wednesday night, a follow-up ultrasound revealed movement in the small blood clot," the Eagles said. "Jalen will be out for Sunday's game vs. the Panthers as we determine the appropriate course of treatment."
The team said it has remained in contact with the NFL throughout the situation.
McKee has made two career starts, with Philadelphia going 1-1. After hosting Carolina, the Eagles face three consecutive division opponents: Dallas, Washington and the New York Giants.
