Woods had stepped away from golf after a March 27 rollover crash and arrest for driving under the influence. He had traveled to Switzerland and taken part in a rehab plan, only returning briefly to support girlfriend Vanessa Trump after her breast cancer diagnosis.
However, he joined the PGA as the organization unveiled its two-tier competition system, which will debut in 2028. He took the stage and introduced PGA Tour CEO Brian Rolapp. Though he first provided a few details about working with the committee to determine how the sport will change.

"This work was never about any one player or person," Woods said. "It was about bringing together different perspectives, having honest, hard conversations, and thinking boldly about what is best for the game that we all love.
"It has been a privilege to work with all the committee members, and especially my fellow player-directors. I'm proud of the work we've done, and I'm grateful to everyone who contributed along the way.
"We have to look forward, and beyond today, over the horizon, to set up the PGA Tour and our sport for the future generation of players and fans."
Prior to the event, Woods returned to Florida on June 12. He had completed his six-week program overseas, so he returned to the United States.
Now that he is back, the questions will turn to his future in golf. Will he return to the PGA Tour for any events, or will he remain away from the sport?
Sources close to Woods have previously indicated that his goal is to return in some capacity. The timeline remains unclear considering that other factors will play a role.
For example, part of the process will be fine-tuning the fitness routine so that Woods can compete in tournaments. He has dealt with numerous injuries throughout his life, including some to his legs, Achilles tendon, neck, MCL, and knee.
