Colin Kaepernick's name continues to be tied to the Houston Texans, and why not?

The Texans are on a two-game losing streak and are currently relying on Tom Savage to get the job done with Deshaun Watson out for the season with an ACL injury. Behind Savage, Josh Johnson is in-line to get the call if the Texans were to need to go back to the bench for quarterback play again. Johnson was recently brought into the fray despite having thrown for just five touchdowns compared to 10 interceptions so far in his NFL career.
Neither quarterback likely inspires much confidence for the Texans, but apparently signing Kaepernick would cause too much of a stir in Houston — because despite reports of interest — the former San Francisco 49ers' quarterback is still a free agent.

If Houston wants to make a run at relevancy this season the conventional wisdom seems to suggest that Kaepernick would be a good move, and at least one NFL Hall of Famer seems to agree. That Hall of Famer is former head coach Tony Dungy, who recently had this to say about Houston's quarterback situation:
Again, it would make sense for the Texans to sign Kaepernick, but at this point, if they haven't already, what's to say they will change their minds in the future?
Perhaps a few more losses will get them to that point, but until then, Kaepernick remains out of the NFL.
