According to a report by Ian Rapoport, the deal would move Cousins to the 49ers, Romo to the in-division Washington Redskins and send draft picks to the Dallas Cowboys.
As #Redskins & #49ers discuss a potential deal for QB Kirk Cousins in the near future, I’m told they may include the #Cowboys (Romo) as well

No word on how far these teams are into negotiations, or if they're truly considering the swap, but this is a stunner for sure.
Play a potential and unprecedented three-way deal forward… #49ers inquire about Cousins. #Redskins talk about Tony Romo. #Cowboys get picks.

Romo has played sparingly over the last two seasons, dealing with various back and shoulder issues. Washington should be leery if Dallas is truly willing to move him in-division.
Cousins took over for former top pick Robert Griffin III in Washington and has been hit with the franchise tag in consecutive years. Seen as a franchise quarterback to some, San Francisco is likely ready to pay top prize for Cousins if they land him.
